Referring to Mr. May's Despatch No. 64
dated the 24th. February and to your reply No. 102 dated the
6th. April, 1904, on the subject of the competition of certain
subsidised French Steamers, which ply between Canton and Hong-
kong, with the stemmers of the Canton and Macao Steamboat
Company, Limited, I have the honour to inform you that on the
16th. December last the French Censul requested that the
annual survey of these two Steamers the "Paul Beau" and
required under subsection (2), Section
Charles Hardouin"
10 of the Merchant Shipping Ordinance (No. 10 of 1899) might
be dispensed with under the second proviso of that subsection,
passenger certificates having been issued by the French Consul
at Canton in place of those which had been originally granted
by the French Authorities at Nantes and had expired.
2.
The Harbour Master considered that the
passenger certificates issued by the Consul at Canton should
not be accepted as they had not been granted on a surveyor's
declaration as to hull, passenger accommodation and life
saving apparatus. A survey of the boilers and engines had, it
